Red Bull's development warning for aspiring 2024 F1 rivals

Red Bull says it's barely developed its 2023 Formula 1 car all season and actually got a very early headstart on 2024. Its upgrade rate supports that, says Edd Straw, and it's both bad news for Red Bull's rivals and reflects badly on them
